On January 3, 2025, the U.S. Department of Commerce announced that it had added 13 entities from China, Myanmar, and Pakistan to the Entity List, 11 of which are Chinese entities, including a number of scientific research institutions. The Executive Order took effect on January 6th.
The 11 Chinese entities included in the list are:
- Chengdu RML Technology Co., Ltd；
- Chengdu Yaguang Electronics Co., Ltd；
- Chinese Academy of Sciences Changchun Institute of Optics, Fine Mechanics, and Physics；
- Hefei Starwave Communication Technology Co., Ltd；
- Ji Hua Laboratory；
- Nanjing Simite Optical Instruments Co., Ltd；
- Peng Cheng Laboratory；
- Shanghai Institute of Optics and Fine Mechanics；
- Suzhou Ultranano Precision Optoelectronics Technology Co., Ltd；
- Wuhu Kewei Zhaofu Electronics Co., Ltd；
- Yaguang Technology Group Co., Ltd
Among them, Yaguang Technology is an A-share listed ship-related enterprise, with the main product areas of microwave electronics and intelligent boats, and Chengdu Yaguang Electronics is a subsidiary of Yaguang Technology. Yaguang Technology has two production bases in Yiyang, Hunan Province and Zhuhai, Guangdong Province, with products covering yachts, special boats, sightseeing boats, unmanned boats, offshore vessels and other types.
According to the U.S. Department of Commerce, after being added to the Entity List, these entities are required to obtain a license from the U.S. Department of Commerce to acquire items subject to the Export Administration Regulations (including hardware, software, technology, etc.), and the U.S. Department of Commerce adopts a presumptive denial licensing review policy.
In response, Yaguang Technology issued an announcement on January 6, noting that the Bureau of Industry and Security of the U.S. Department of Commerce revised the Export Administration Regulations (EAR) on January 3, 2025, adding 13 entities to the “Entity List”. Yaguang Technology and its important subsidiary Chengdu Yaguang Electronics Co., Ltd. were included.
Yaguang Technology emphasized that the core technologies involved in the company’s products are built on the basis of internal research and development and proprietary patents, which can ensure the independence and integrity of the company’s business operations and the reliability of its products. The company’s current production and operations are normal, and being included in the “Entity List” will not have a substantial impact on the company’s business.
Yaguang Technology is engaged in the research and development, production, and sales of microwave circuits and components, semiconductor devices, and other products, mainly for domestic complete machine units.
The company has always adhered to the self-control and core key technology capability improvement, continued to promote the localization replacement research and development engineering projects, and accurately grasped the two major trends of miniaturization and localization of military electronic development. It has achieved phased results in monolithic integrated circuit design, system-level packaging (SIP) design and production, semiconductor MEMS design, etc., providing a good technical foundation for the development of miniaturization capabilities and comprehensive improvement of localization capabilities.
