Petrobras announces launch of 2 FPSO tenders

Petrobras has announced the launch of a new procurement tender process for the construction of up to two FPSOs for the Sergipe Águas Profunda (SEAP) project in the Sergipe-Alagoas Basin.

Petrobras will procure an FPSO for the SEAP 2 project, as well as an option to purchase a second similar FPSO for the SEAP 1 project.The SEAP 2 project is expected to begin operations in 2030.

The procurement model will adopt the Build-Operate-Transfer (BOT) approach, which means that the contractor will be responsible for the design, construction, installation and operation of the FPSO within the initial period specified in the contract, and will hand it over to Petrobras after a certain period of time.

These FPSOs can process 120,000 barrels of oil and up to 12 million cubic meters of natural gas per day, with the gas earmarked for direct export sales without the need for additional processing onshore.

The Brazilian energy giant explained, “The choice of the BOT model reflects Petrobras’ strategy to explore new FPSO procurement models. Considering that the unit will be owned by Petrobras, this approach aims to provide financing solutions for oil and gas projects and to bring the project into production as quickly as possible. In this way, the Company strives to ensure that the new project will both benefit Brazilian society and realize a return on investment for its shareholders.”

The SEAP 1 project includes the Agulhinha, Agulhinha Oeste, Cavala and Palombeta fields, located in the two blocks BM-SEAL-10 (100% owned by Petrobras) and BM-SEAL-11 (Petrobras 60%, IBV Brasil Petróleo 40%).

The SEAP 2 project includes the Budião, Budião Noroeste and Budião Sudeste fields, located in the BM-SEAL-4 (Petrobras 75%, ONGC Campos Limitada 25%), BM-SEAL-4A (Petrobras 100%) and BM-SEAL-10 (Petrobras 100%).

Just last month, there was a steel cutting ceremony for Petrobras’ P-84 FPSO at CIMC Raffles. The FPSO features an all-electric concept and is known as the largest FPSO in Petrobras’ history.

In May this year, Singapore’s Seatrium announced that it had won the EPC general contract for Petrobras’ P-84 and P-85 FPSOs, with a total contract value of US$8.15 billion and scheduled for delivery in 2029. Among them, CIMC Raffles is responsible for building the hull, living quarters and some modules for P-84 and P-85. So far, CIMC Raffles has delivered the P-71 hull, P-78 hull sections and upper modules of multiple FPSO projects for Petrobras, and has undertaken the general contract for the construction of the P-80, P-83, P-84 and P-85 FPSO hulls.
