According to Ministry of Transport of People’s Republic of China, a few days ago, the Ministry of Transport issued a notice on the punishment of 19 international container liner companies and NVOCC (Non-Vessel Operating Common Carrier) for illegal operations.
According to the notice, in July 2023, the Ministry of Transport organized an inspection of the implementation of the record of freight rates for international container liner companies and NVOCCs at the ports of Qingdao, Ningbo and Shenzhen.
It was found that 13 international container liner companies and 6 NVOCCs (the list is attached) had irregularities such as the freight rate was not filed or the actual implemented freight rate was inconsistent with the recorded freight rate. In accordance with Article 37 of the Regulations of the People’s Republic of China on International Maritime Transport, the Ministry of Transport imposed administrative penalties on the above-mentioned enterprises.
In order to further strengthen the supervision of the international container liner and NVOCC market and accept social supervision, the international container liner companies and NVOCC enterprises that will be punished are hereby notified. All international container liner companies and NVOCCs should take this as a warning, earnestly fulfill the obligation to record the freight rate and implement the record freight rate, and consciously maintain the order of market operation.
In order to further strengthen the supervision of the international container liner and NVOCC market and accept social supervision, the international container liner companies and NVOCC enterprises that will be punished are hereby notified. All international container liner companies and NVOCC enterprises should take this as a warning, earnestly and conscientiously fulfill the obligation to record the freight rate and implement the record freight rate, and consciously maintain the order of market operation.
In the next step, the Ministry of Transport and the provincial transportation authorities authorized by the Ministry of Transport will continue to strictly carry out the record inspection of freight rates, and punish the violating enterprises in accordance with laws and regulations.
