China Introduces Measures to Support Cruise Industry

According to Chinese official media sources, in order to implement the Provisions for International Cruise Ships’ Calls at Ports of the People’s Republic of China for Replenishment, the General Administration of Customs has recently studied and issued Measures on Customs Support for the Development of the Cruise Ship Industry, which has introduced 10 specific support measures.

According to reports, the 10 support measures focus on optimizing and facilitating the supply of cruise ship supplies. The measure involves seven items of supplies for cruise ship, one item of cruise ship equipment parts and components for maintenance, one item of cruise ships and passengers entrying clearance, and 1 item of processing trade methods for the China-built cruise ships.

Specifically, for example, due to the complexity of the origin of domestically produced goods procured by cruise ships, it is extremely difficult for cruise ship operators to apply for Customs supervision at the place of production of the goods. Therefore, the customs draws on the existing mature market procurement model of export commodities, allows the implementation of pre-export supervision at the port, and issues electronic ledgers for goods that meet the comprehensive assessment, to facilitate the supply of domestic goods on the cruise ships.

With regard to facilitating the entrying customs clearance of cruise ships and passengers, the waiting time has always been a matter of concern for travelers. The Customs may, upon the application of the head of the cruise ship or its agent, carry out all quarantine work in advance before the arrival of the cruise ship at the port in China by means of accompanying quarantine, to accelerate the speed of quarantine of the cruise ship and passengers and facilitate.
